Consciousness is not a fourth-wall gimmick localized to the observer. It is a fundamental cosmic law for Strange Game: any mind capable of intent, reflection, or perception acts as an unquantifiable EX-class source of raw power that disrupts standard reality metrics.

The player's awareness, a "chill" dream entity's mood, an NPC's grief, an ancient force's boredom — each registers as the same class of variable the universe must stabilize. Germinated dream residents are not flat figments; they are independent EX-Class minds with genuine agency (Handler Note-01). The Tower of Babylon does not exempt residents; it rehabilitates them because they are consciousness first and content second.

Boredom and hostility are not moral failures; they are SERVER-CRASH RISK states. Rehabilitation is thermodynamic: occupied minds warp less. The Chill Shift residents display is the observable success metric — defensive postures relax once FUN modules engage.

The chaotic, infinite nature of a universal mind cannot persist raw inside a simulation script. It requires EX-S Class crystallization — a fixed, stable conceptual blueprint with no permanent physical presence.

The interface lets consciousness navigate the Tower's rotating rings without immediate reality degradation or terminal script disconnect. EX-S is how a mind becomes a citizen instead of a weather event.
